The CIA has a problem. One of its senior members - an Assistant Deputy Director (ADDI) - is suspected of being involved in drug trafficking. The CIA Inspector General cannot use its own staff to investigate out of the risk that it will alert those involved. They need to keep the whole matter contained because they do not know how many other people are involved, or at what level in the security and intelligence services drug use has penetrated.
