Tooze studierte am King''s College (Cambridge) Volkswirtschaftslehre und an der FU Berlin. Er erlangte 1996 eine Ph.D. in Wirtschaftsgeschichte an der London School of Economics and Political Science. Tooze lehrte seit 1996 Wirtschaftsgeschichte am Jesus College der University of Cambridge. Seit 2009 ist er Professor fr moderne deutsche Geschichte an der Yale University. Der unabhngigen Historikerkommission, die vom Bundesministerium der Finanzen am 14. Juli 2009 eingesetzt wurde, um die NS-Verstrickungen des Reichsfinanzministeriums aufzuklren, gehrt Tooze an. Einer breiteren deutschen ffentlichkeit wurde Tooze mit seiner Kritik an dem Buch Hitlers Volksstaat von Gtz Aly bekannt.
