As one of the methodological strategies of the perspective is to visualise probable scenarios that can present desirable futures through the set of ideas demystified by the actors (peasants) which serve as a basis for their construction from the present through strategic development plans, the second phase consists of designing a strategic plan (PAR) Participatory Action Research, which consists of a qualitative method of study and action that seeks to obtain reliable and useful results to improve collective situations, basing the research on the participation of the groups to be investigated. Thus, the aim is for the population groups or groups to be researched to go from being the "object" of study to the "subject" protagonist of the research, controlling and interacting throughout the research process (design, phases, evolution, actions, proposals), and requiring the involvement and coexistence of the technical research staff in the community to be studied.
