Sie ist von der CIA gegründet worden. Ziel ist es, Erkenntnisse über das Verhalten östlicher Geheimdienste in Deutschland zu erlangen. Da die in einem Pflichtenheft geforderte Software auch für militärischen Einsatz - etwa Steuerung von Kampfdrohnen - nutzbar ist, streut die CIA das Gerücht, dass in Hamburg ein geheimes militärisches Softwareprojekt entwickelt wird. Das Interesse von Geheimdiensten ist geweckt. Als die pazifistisch eingestellten Systemanalytiker dahinter kommen, dass sie missbraucht werden, wehren sie sich. Die Lage wird verschärft, als es ihnen geling, die Steuerung von Drohnen auf dem Laptop zu realisieren: Die CIA muss unter allen Umständen verhindern, dass Dritte die Software erhalten.
