David Anthony Llewellyn Owen (Plymouth, 2 de julio de 1938) es un destacado político británico, médico de formación y miembro de la Cámara de los Lores, reconocido por su papel en el Partido Laborista y posteriormente por cofundar el Partido Socialdemócrata (SDP). Estudió medicina en la Universidad de Cambridge y St Thomas's Hospital, ejerciendo la neurología antes de dedicarse a la política.

Inició su carrera parlamentaria en 1966, ocupando cargos importantes bajo gobiernos laboristas, destacando como ministro de Sanidad (1974-1976) y secretario de Estado de Asuntos Exteriores y de la Commonwealth (1977-1979), siendo uno de los más jóvenes en el cargo. En 1981, descontento con el giro a la izquierda del Partido Laborista, cofundó el SDP, liderándolo entre 1983 y 1990.

En 1992 fue nombrado par vitalicio (Lord Owen) y actuó como negociador de paz de la UE en la antigua Yugoslavia (1992-1995), coautor del plan Vance-Owen. Además de su carrera política, es autor de varios libros, destacando En el poder y en la enfermedad (2008), donde analiza el impacto de las dolencias físicas y mentales en jefes de Estado. Se ha mantenido activo en política como independiente.
