Die drei Autoren nehmen die Herausbildung militärischer Strukturen im Bündnis seit der Übernahme des Oberbefehls durch den ersten SACEUR Eisenhower in den Blick. Dazu wird zunächst die Entwicklung der Bündnisstrategie von einer noch weitgehend konventionellen Verteidigungsplanung bis zu ihrer vollen Nuklearisierung (Christian Greiner) verfolgt. Dem schlie t sich ein Beitrag über die Herausbildung der politischen und militärischen Allianzorganisation insgesamt wie ihrer regionalen Kommandobereiche (Heinz Rebhan) an. Schlie lich wird - ausgehend von der inneramerikanischen und ausgreifend auf die NATO-Ebene - der Übergang von Atomwaffen aus ziviler in militärische Obhut und die sich entwickelnde Erweiterung nuklearer Einsatzbefugnisse bis auf die militärischen Kommandoebenen (Klaus A. Maier) nachgezeichnet.
