"Ausländer" müssen integriert werden, der Bundespräsident hat eine "Integrationsfunktion" und auch das Verfassungsgericht soll "integrieren". Dieses Gemeinschaftsdenken ist so wirkmächtig in der politischen Kultur, dass schon in Weimar eine ganze Verfassungstheorie hiernach entstand: die Integrationslehre von Rudolf Smend. In der Bundesrepublik avancierte sie zu einer "offiziellen" Staatsdoktrin; das, obwohl ihr deutschnationaler Verfasser sie ursprünglich gegen die liberale Demokratie positionierte. Der Band versammelt Beiträge zur Kritik an der Lehre Rudolf Smends im Kontext der politischen Theorien von Hans Kelsen und Carl Schmitt sowie an ihrer Rezeption im Verständnis von Verfassungsorganen und in tagespolitischen Debatten.
