In all cultures there is a mysterious connection between rulers and God or the gods. Religion was a proto-government and monarchy is the default form of government. The Greeks began deifying their rulers with Alexander the Great. Often Roman and Greek leaders would proclaim their lineages traced back to gods.
The 12 Commandments of Moses and The Code of Hammurabi are examples of early constitutionalism or rule of law, which represents a power above the King. This is a pattern repeated through lessons written down stretching back to the ancient past. The concept could also be viewed as natural law. The belief in a Mandate of Heaven is that the good and ill which effect a nation are a reflection of the will of God.
